when a railway servant takes bribe from outsiders (other than railway servant) and complaint is lodged against him (FIR registered in police station)and now he is on bail, so far no charge sheet has been issued and he has kept under deemed suspension, can the case be sent to vigilance branch for further enquiry since it involves out of the railways.
