Sub: Communication of Government’s Displeasure to Retired Railway servants.
1.Board’s extent instructions regarding communication of Government’s displeasure to Railway servants are contained in their letter No.E(D&A)86 RG6-13, dated 18.03.1986. It terms of these instructions, communication of displeasure can be done by General Managers personally in the case of Officers under their charge up to and including Officers of Junior Administrative Grade. The above instructions, however, are applicable to serving Railway Officers only.
2.The matter has been examined by the Board further and it has been decided that communication of Government’s displeasure to those Railway Servants who have retired from service will be done by the designated authorities as per the schedule annexed to this letter.

General Managers or such authorities as has been ordered by the Competent Authority to look after the current duties of General Manager in the absence of a regularly posted General Manager, Director Generals/RDSO, Principal/ RSC and Chief Administrative Officers having independent charge of their organization. |
(1) For retired Group ‘D’, Gr. ‘C’ and Group ‘B’ employees in respect of whom major/ minor penalty proceedings had already been initiated before their retirement, and for retired Group ‘A’ Officers upto and including Selection Grade of JA Grade in respect of whom major/ minor penalty proceedings had already been initiated before their retirement and where such proceedings are to be dropped but Government’s displeasure is to be communicated. (2) For retired Group ‘D’, Group ‘C’ and Group ‘B’ employees in respect of whom it is decided not to initiate proceedings for pension cut after retirement but communicate Government’s displeasure instead. |

Railway Board |
(1) For retired Group ‘A’ Officers upto and including Selection Grade of JA Grade in respect of whom major penalty proceedings had already been initiated before their retirement and for retired Group ‘A’ Officers of SA Grade and above in respect of whom major penalty proceedings had already been initiated before their retirement and where such proceedings are to be dropped but Government’s displeasure is to be communicated. (2) For retired Group ‘A’ Officers in respect of whom it is decided not to initiate proceeding for pension cut after retirement but communicate Government’s displeasure instead. |

For any retired Railway employee against whom departmental proceedings for imposition of a cut in pensionary benefits have been instituted after retirement and where, on consideration of the case, the proceedings are to be dropped but Government’s displeasure is to be communicated. |
