Sub: Propagation and promotion of ‘National Integration’ among Railwaymen.

1. In his broadcast to the Nation on 5th January, 1985 the Prime Minister had assured the Nation that his first duty is to safeguard the life, property and legitimate rights of citizens belonging to every faith. It has been emphasized by the Prime Minister that:-
“We have to fight communalism and the suspicion and insecurity it breeds …………….We must go beyond the prevention and suppression of violence. We must cure the minds where hatred and prejudice arise and grow. We must take up the campaign for Unity to every village and every street of every town. An ideological battle against communalism fanaticism must be waged in our schools, universities, in our work place and in our media.”
2. It is necessary that the whole gamut of activity of Government in its various Departments be surveyed to look for ways in which, either the existing activities can be reoriented or improve upon or new activities undertaken with a view to promote the cause of National Integration. The idea is that there should be a constant awareness of the relevance of national integration and its promotion.
3. May I request you to undertake a review of work done by your Ministry for promotion of national integration and also prepare a concrete programme for action for 1985. Even if comprehensive proposals take some time to formulate, you may like to indicate some of the programmes which your Ministry may want to launch straightway. I would be grateful if you would let us have an early reply in the matter.
