RBE No. 158/1993: Sealed Cover Procedure – Promotion from Group ‘B’ to Group ‘A’ or Within Group ‘A’

Sub: Promotion from Group ‘B’ to Group ‘A’ and Within Group ‘A’ of Railway Officers against whom disciplinary/ Court proceedings are pending – Procedure and guidelines to be followed.

Attention is invited to Board’s instructions contained in circular letter of even number dated 21.01.1993 (RBE No. 14/1993). In line 1 of para 3.1 thereof, the word ‘major’ has appeared inadvertently. This may be treated as deleted and para 3.1 read as under:

“3.1 If any penalty is imposed on the Govt. servant as a result of the disciplinary proceedings or if he is found guilty in the criminal prosecution against him, the finding of the sealed cover/ cover(s) shall not be acted upon. His case for promotion may be considered by the next DPC in the normal course and having regard to the penalty imposed on him.”
