RBE No. 215/1988: Disciplinary Action – PAC

Sub: Initiation of prompt action against Railway officers/ staff whether on the verge of retirement or leaving service – Recommendation of Public Accounts Committee.

In para 1.15 of their 125th report the Public Accounts Committee have, inter-alia, made the following recommendations:

“The Committee are of the opinion that in order that appropriate departmental action can be taken against officers held responsible for grave and costly lapses jeopardizing the financial interests of the Government the administrative machinery should be streamlined to make it possible to detect lapses and fix responsibility with due promptitude so that action can be initiated against the concerned officers before they retire or leave service. 

The Railway Board have accepted the above recommendation. They desire that it should be the endeavour to initiate disciplinary action against officers/ staff responsible for serious lapses well before the time they retire or leave service and also finalize the cases before they retire as far as possible. If the punishment cannot be imposed before retirement, the disciplinary action can be continued even after retirement with a view to effect a suitable cut in pensionary benefits under Para 2308-R.II. Taking recourse to Presidential powers under Para 2308-R.II, for initiation, of action against pensioners after retirement within the four year time from the date of event involving the lapses should be kept to the barest minimum for obvious reasons.
