Sub: Messing facilities in the Centralised Training Institutes on the Railways – Clarifications to General Guidelines.

General guidelines regarding messing facilities in the Centralised Training Institutes on the Railways have been issued vide Board’s letter of even number dated 16.08.2005 (RBE No. 130/2005). This was followed by General clarifications issued vide Board’s letter of even number dated 18.04.2006 (RBE No. 49/2006).

Certain issues have again been raised by some of the CTIs viz. RSC/Vadodara, IRICEN/Pune, IRIMEE/Jamalpur and IRIEEN/Nasik. The same have been considered by Board and it has been decided to issue the following further clarifications on the subject:-

Issue of direct payment by Trainee Officers to the Mess – default in payment.

The officers undergoing training in CTIs are Railway officers and in case of any default in making payments of mess dues by any officer, the same can be recovered through the office in which he/she is working, if taken up by the Institute.

Service Tax to be borne by Trainee Officers.

This is a trivial matter as service tax forms a part of most of the services obtained now-a-days.

SLP pending before the Supreme Court – claim of RSC Mess workers as regular employees.

It is premature to comment on the case since the matter is pending in the Supreme Court.

Objection to Privatization of the Mess by IRICEN.

The Committee constituted by the Board to study the messing facilities available in the CTIs on the Railways had observed that the mess in IRICEN is running as a departmental unit managed by Departmental Staff and had specifically recommended that the mess should be run as a private arrangement with only infrastructural support from the Administration and that the departmental staff should be redeployed. IRICEN may take immediate action to redeploy the departmental cooks as already laid down in Board’s letter dated 16.08.2005 (RBE No. 130/2005) and follow the guidelines issued by Board to run the mess.

Demand to include grant of monthly subsidy of Rs.200 per Special Class Apprentices in IRIMEE/ JMP.

The monthly subsidy of Rs.200 is already available to the Probationary Officers undergoing Training in CTIs vide Board’s circular dated 16.08.2005 (RBE No. 130/2005). Accordingly, Board have agreed to extend the monthly subsidy of Rs.200 p.m. also to Special Class Apprentices undergoing training in IRIMEE/JMP.

The dwindling number of Trainees in some CTIs

The issue raised by IRIEEN/Nasik has already been clarified vide item (vi) of Board’s letter of even number dated 18.04.2006 (RBE No. 49/2006). The Institute may follow the guidelines issued by Board to run the Mess.
