Sub: Filling up the post of Welfare Inspector Grade-III in pay scale of Rs.1400-2300 – Qualifications etc. for.

1. The question whether Group ‘D’ staff fulfilling the criteria regarding educational qualifications and service conditions laid down in sub-items (i), (ii) and (iii) of item (I) of Ministry of Railway’s letter No.E(NG)65/PM1/37, dated 24.05.1966 as incorporated in the consolidated instructions contained in their letter of even number dated 25.04.1997 (RBE No. 58/1997), are eligible for consideration for selection for promotion to the post of Welfare Inspector Gr-III Rs.1400-2300 (RPS)/ 5000-8000 (RSRP), has been considered by the Ministry of Railways in the light of the demand made and discussions in the PNM-AIRF meeting held on 24/25.10.1997.
2. It has already been advised vide clarification No.2 below criteria No.I(iii) of consolidated instructions dated 25.04.1997 (RBE No. 58/1997) that graduate Group ‘D’ staff even if they have completed 7 years service will not be eligible for appearing in the selection for promotion to the post of Welfare Inspector. The Ministry of Railway now wish to clarify that the same clarification will apply to criteria at I(i) and I(ii) of the letter dated 24.05.1966 as modified/ amplified and incorporated in the consolidated instructions of 25.04.1997 (RBE No. 58/1997).
