RBE No.58/1997: Welfare Inspector – Promotion

Sub: Filling up of posts of Welfare Inspector, Grade-III in the pay scale of Rs.1400-2300 – Qualification etc. for.

1. Instructions have been issued from time to time regarding filling up of the post of Welfare Inspectors. Pursuant to discussion held on Item No.14/97 in PNM-AIRF meeting held on 07/08.03.1997 it has been decided to consolidate these instructions which are as follows.
Original orders of the Board on which these instructions are based are quoted in the margin so that the same may be referred to understand fully the context in which the orders were issued.
(I) The following staff are eligible to volunteer for appearing in the selection for promotion to the post of Welfare Inspector Grade-III in the pay scale of Rs.1400-2300 (RPS);
(i) Staff in possession of any of the following qualifications irrespective of Grade or length of service or other educational qualifications:

1 E(NG)I-65/PM1/37, dated 24.05.1966 (a) Diploma in labour welfare social welfare
2 E(NG)I-86/PM4/9, dated 18.06.1987 (RBE No. 155/1987) (b) Diploma in Labour Laws
3 E(NG)I-86/PM4/9, dated 08.09.1987 (RBE No. 226/1987) (c) LLB with paper(s) and Labour Laws.
4 E(NG)I-86/PM4/9, dated 18.11.1992 (RBE No. 191/1992) (d) Post Graduate Diploma in Personnel Management awarded by an institution recognised by the Government of India; and
5 E(NG)I/94/PM4/4, dated 23.03.1994 (RBE No. 18/1994) (e) MBA with papers and personnel management awarded by an institution recognized by the Government of India
  E(NG)I-65/PM1/37, dated 24.05.1966 (ii) Staff in grades next below the grade of Welfare Inspectors in grade Rs.1400-2300 with a service of not less than 5 years.
  E(NG)I-79/PM1/206, dated 02.08.1979 For this purpose 5 year service means 5 year service in grade next below the grade of Welfare Inspector.
  E(NG)I-86/PM4/9, dated 07.08.1986 addressed to DLW and later circulated to all other Railways in Board’s letter of same No. dated 18.06.1987 (RBE No. 155/1987). Ministerial staff in grade Rs.330-560/ 1200-2040 with less than 5 years service in that grade but having the qualification of graduation will be eligible.
  E(NG)I-65/PM1/37, dated 24.05.1966 (iii) staff in grades lower than the grade next below the grade of the Welfare Inspector in grade Rs.1400-2300 who are Graduate and who have completed not less than 7 years service.
  E(NG)I-86/PM4/9, dated 18.06.1987 (RBE No. 155/1987) Artisan staff working on regular basis in grade Rs.260-400/ 950- 1500 and above satisfying the other conditions are eligible to compete along with other eligible persons for the post in question. However, Graduate Group ‘D’ staff with more than 7 year service or not eligible or appearing in the selection.
  E(NG)I-86/PM4/9, dated 07.08.1986 addressed to DLW and later circulated to all other Railways in Board’s letter of same No. dated 18.06.1987 (RBE No. 155/1987).

(II)   E(NG)I-65/PM1/37, dated 24.05.1966. All staff who satisfy the conditions prescribed in para (I) above would be subjected to a selection which will consist of a written test and an oral test.
(III) The selection will be held on an all Railways basis and will be conducted by a Selection Board at the Headquarters. This Board will set the paper for the written test and also conduct the oral test.
(IV) The Eligible candidates in each of the Division/ District of the Railways shall be called for the written test in a convenient place in the Division/ District concerned and the written examination shall be conducted by an officer of the Division/ District concerned to be nominated for this purpose. This officer shall also evaluate the answer papers of the candidates taking the written test on the Division/ District concerned.
(V) This selection Board will then call up for oral test all candidates from the Division/ Districts who have secured not less than 60% marks in the written test. The final panel will be drawn up on the basis of marks obtained in the written test and the oral tests by the Headquarters Selection Board in accordance with the standing instructions with regard to selections.
2. E(NG)I-91/PM4/7, dated 03.12.1991 (RBE No. 209/1991). In partial modification of (III), (IV) and (V) above, wherever the cadre of Welfare Inspector has been decentralized wholly or partially, this selection may be conducted unit wise.
