RBE No. 155/1987: Welfare Inspector – Promotion

Sub: Eligibility for promotion to the post of Welfare Inspector in scale Rs.425-640/1400-2300.
1. Clarifications have been sought for on the following points:
(i) Whether the Artisan staff both in the workshop and open line to satisfy the conditions laid down for promotion to the post of Welfare Inspector are eligible to compete with others for this post.
(ii) Whether the staff possessing the following qualifications should be treated as having the qualifications of Diploma in Labour Welfare/ Social Welfare prescribed in item-I(i) of this Ministry’s letter No.E(NG)65/PM1/37, dated 24.05.1966.
(a) Diploma in Management with special project work in Personnel Management.
(b) Diploma in Labour Laws/ Diploma in Public Administration.
2. The matter has been considered by the Ministry of Railways who have decided as under:
(i) Employees who are working as Artisans on regular basis in Grade Rs.260-400/ 950-1500 and above and who satisfy the condition laid down in Board’s letters No.E(NG)65/PM1/37, dated 24.05.1966 and No.E(NG)I-79/PM1/206, dated 02.08.1979 should be considered eligible to compete with other eligible persons for the post of Welfare Inspector Grade in scale Rs.425-640/ 1400-2300. In this connection, a copy of the then Department of Railways’ letter of even number dated 07.08.1986 clarifying certain other points to DLW on the subject is also enclosed for information and guidance.
(ii) Only the Diploma in Labour Laws referred to in para 1(ii)(b) above (excluding the Diploma in Public Administration) may be considered equivalent to the Diploma in Labour Welfare/ Social Welfare for the purpose of Eligibility of staff for promotion to the post of Welfare Inspectors in scale Rs.425-640/ 1400-2300.
3. Insofar as clarification at 2(i) above is concerned, past cases decided otherwise will not be reopened.

The matter has been considered carefully by the Board and the points raised in the DO letter under reply are classified as under:
