RBE No. 205/1998: Welfare Inspector – Eligibility clarification

Sub: Eligibility for promotion to the post of Welfare Inspector scale Rs.5000-8000 (RSRP).
1. The method of filling up of vacancies in the category of Welfare Inspectors has been laid down in Ministry’s letter No.E(NG)65/PM1/37, dated 24.05.1966 as clarified/ modified from time to time and consolidated in this Ministry’s letter No.E(NG(I-96/PM4/13, dated 25.04.1997 (RBE No. 58/1997) read with their letter of same number dated 19.01.1998.
2. With the implementation of Fifth Pay Commission scales of play in which the Welfare Inspectors have been placed in higher than normal replacement scale, clarifications have been sought for by certain Railways/ PUs regarding the categories and grades of staff in the revised scale of pay who will be eligible to volunteer to appear in the selection for promotion to the post of Welfare Inspector in the pay scale of Rs.5000-8000 with reference to criteria I(ii) and (iii) of this Ministry’s letter dated 24.05.1966. The matter has been considered and the position is classified as under:-
Criteria | Staff in grades eligible | |
I(ii) | Staff in grades next below the grade of Welfare Inspector in grade Rs.5000-8000 with a service of not less than 5 years. | Staff in grades Rs.4500-7000 and Rs.4000-6000 with five years’ service in the respective grade in case the higher grade does not fall in the normal line of advancement, otherwise five years’ service together in these grades. |
I(iii) | Staff in grades lower than the grade next below the grade of Welfare Inspector in grade Rs.5000-8000 who are graduate and who have completed not less than 7 years service. | Staff in grades Rs.3200-4900 and Rs.3050-4590 who are graduate and have completed not less than 7 Years service in the respective grade in case the higher grade does not fall in the normal line of advancement, otherwise, seven years service together in these grades. |
3. Other conditions of eligibility for appearing in the selection for the post of Welfare Inspector Grade Rs.5000-8000 (RSRP) as amplified/ modified from time to time will remain unchanged.
