Sub: Functioning of the Permanent Negotiating Machinery.

1. The following minutes were recorded against item No.C-1 of the PNM/AIRF Meeting held on 28/29.04.1986:

The federation pointed out that the Personnel Branch on the Railways is manned by Officers who have little interest in the staff problems and hence the staff problems are getting accumulated. In this context, they also referred to the post of OSD(IR). According to them, the incumbent of these posts are supposed to exclusively look after all aspects of the Industrial Relations, but in practice these officers have been assigned other functions and they do not find adequate time to devote to union matters. Similarly, AGMs, ADRMs are supposed to take Review Meetings of the pending items as per extant orders of the Railway Board, but these are not being held on most of the Railways. After discussion, it was agreed that the instructions would be re-iterated to the railways bringing out the spirit behind the various orders issued by the Board from time to time in regard to the effective functioning of the Permanent Negotiating Machinery and in particular, the following aspects would be stressed:

(i)    The Railways should evolve a machinery to monitor the pending items;

(ii)    AGMs, ADRMs should undertake Review Meetings; and

(iii)   Issues referred from lower levels to higher levels of the PNM tiers should be disposed of expeditiously and a watch should be kept at both levels regarding their final disposal.

2.     In this connection, attention is invited to the Department of Railways letter of even number dated 03.07.1986 (RBE No.116/1986) wherein it was urged that the spirit behind the functioning of the Permanent Negotiating Machinery (PNM) should be kept in view while conducting meetings under this Machinery.

3.     The Department of Railways would like to once again emphasize that effective functioning of the PNM Scheme on the Railways is of paramount importance and effective steps should be taken to ensure its proper functioning. There should be no let up in the implementation of the decisions taken in this Forum. The AGMs at the headquarters level and ADRMs at the Divisional level should undertake periodic Review Meetings’ and pending items should be properly monitored.
