Sub: Functioning of the Permanent Negotiating Machinery.

In the recent PNM Meeting held between the NFIR and the Railway Board on 30/31.12.1985 as also in the Departmental Council Meeting held on 10/11.03.1986, the Staff Side brought to the notice of the Board that the extant instructions on the subject of functioning of the Permanent Negotiating Machinery are not being followed strictly both at the Zonal and Divisional Levels.

One of the points now raised by the NFIR in their PNM Meeting was that the functioning of the PNM is not being taken seriously by the Railways both at the Zonal and Divisional levels. Similarly the Staff Side in the Departmental

Council Meeting, have stated that no items should be kept pending for more than two meetings and some target date should be fixed for dealing with each item and the number of items on the agenda in the PNM Meeting are reduced both at the Divisional and Zonal Levels.

In this connection, your attention is invited to Railway Board’s letters No.E.51.FE(I)/22, dated 24.12.1951, E(L)56/NM1-6, dated 21.07.1958 and E(L)63/NM1-6, dated 29.06.1963 wherein detailed instructions had been issued regarding conduct of the PNM Meetings. Your particular attention is invited to Para 9, Para 13, Para 15 and 16 of the Board’s letter of 21.07.1958.

The spirit behind these orders may be kept in view while conducting such meetings.
