Sub: Replacement of staff cars.

The issue regarding entitlement of officers to staff cars and replacement thereof in the light of the instructions issued by Ministry of Finance vide their O.M. No.7(5)Coord/2004, dated 24.09.2004 relating to austerity in expenditure was reviewed by Board at their meeting held on 28.02.2005 and it was decided as under:

(i) General Managers, Additional General Managers, Principal Heads of Departments/ Co-ordinating Heads of Departments and Divisional Railway Managers be entitled for replacement of staff cars. The staff cars used by these officers, if orniginally procured under revenue, may be replaced by a new staff car on the basis of 1:1 against condemnation of the old vehicle. Wherever a vehicle was procured under Construction estimates, it may be replaced on the basis of 1:2 by condemnation of the vehicle being replaced and one more vehicle within the department.

(ii) For Officers in the SAG, when the existing vehicle become due for condemnation, one vehicle may be hired for use by two officers. For hired vehicles, the General Manager should fix a ceiling limit on monthly usage in consultation with the FA&CAO based on functional requirements and local conditions. For every such vehicle hired in lieu of the condemned vehicle, one post of Driver should be surrendered from the Headquarter pool/ strength.

This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
