Sub: Validity of sports achievement certificates of recognized National Sports Federations for recruitment and other establishment purposes in Indian Railways.
Ref: (i) Railway Board’s letter No.2010/E(Sports)/4(1)/I/Policy, dated 31.12.2010 (RBE No.189(B)/2010) and clarification/ corrigendum issued thereto from time to time.
(ii) Railway Board’s letter No.2025/E(Sports)/04/10(NSF), dated 22.08.2025 (RBE No.86/2025) and dated 24.11.2025 (RBE No.118/2025).

1. Instructions have been issued vide RBE No.118/2025, dated 24.11.2025 regarding validity of Sports achievement certificates issued by National Sports Federations (NSFs). One of the Zonal Railways have approached this office for clarifications regarding acceptability/ validity of certificates issued by Board of Control for Cricket in India (BCCI), Association of Indian Universities (AIU), Indian Olympic Association (IOA) and other organizations/ International bodies/ Federations for their respective championships.
2. In this regard, the following is clarified:-
2.1 The instructions issued vide RBE No.118/2025, dated 24.11.2025 pertain specifically to the validity of certificates issued for such game disciplines whose NSFs are granted recognition by the Ministry of Youth Affairs & Sports (MoYAS). Accordingly, the certificates issued by BCCI and its recognized State Associations are valid for recruitment and other establishment purposes in Indian Railways, as they were prior to issuance of RBE No.118/2025 dated.24.11.2025.
2.2 The certificates for All India Inter-University Championships issued by the Association of Indian Universities (AIU) and National Games issued by the Indian Olympic Association (IOA) will also continue to be treated as valid as was being done prior to issuance of RBE No.118/2025.
2.3 With regard to the validity of certificates for international achievements, it is informed that as per para 3(c) of RBE No.86/2025, dated 22.08.2025, the achievements of a sportsperson in international sports events shall be considered for recruitment or incentives if he/she has represented the country with the approval of the Government of India or the Sports Authority of India.
3. All Zonal Railways and Units may take note of the above clarifications for uniform implementation.
