Promotions: RBE No.19/2025 – Computer Based Written Examinations

Sub: Holding of computer based written examinations for departmental promotions.

1. Instructions had been issued vide letter No.E(NG)I/2018/PM 1/4, dated 14.12.2018 (RBE No.196/2018) to conduct examination in Computer Based Test (CBT) mode or pen and paper mode depending upon the preparedness of the Railways. Vide E(NG)I/2022/PM 1/36 letter dated 16.01.2024 (RBE No.05/2024) instructions for conduct of promotional examinations through CBT centralized at zonal level were issued. Further, instructions were issued vide Board’s letter No.E(NG)I/2025/PM1/3, dated 05.03.2025, cancelling all the pending Selections/LDCEs/GDCEs (within Group C) which have not been finalized or approved by 04.03.2025.

2. A committee was constituted by Railway Board to give a holistic recommendation on Streamlining the promotional examination through Computer based Test. The report of the committee has been deliberated upon and the following instructions are issued for holding the departmental selections in CBT mode through an Exam Conducting Agency (ECA): –

(a) ECA will be engaged by Railway Recruitment Board (RRB). The details of the same will be issued in due course by E(RRB).

(b) The Computer Based Test (CBT) may be conducted at Zonal/Unit level by an ECA on Computer/Tablet mode.

(c) The Question Paper Setter would be one of the three members of the appropriate Selection Committee as provided for in extant rules at the Zonal/Unit level.

(d) The Question Paper Objection Tracker and Result to be arranged by the Examination Conducting Agencу.

(e) The empanelment to be done by the Selection Committee formed at the Units with due approval of the competent authority.

(f) The nodal officer for coordination between Examination Conducting Agency and the Administration may be Sr.DPO/Chairman RRC in the Zone and Dy.CPO/SPO in a Production Unit.

3. A flow chart containing detailed activities involved is enclosed. With the issue of this letter, the instructions issued vide E(NG)I/2025/PM1/3, dated 05.03.2025, stand withdrawn restoring the status-quo ante.

FLOW CHART OF ACTIVITIES IN HOLDING DEPARTMENTAL EXAMINATIONS THROUGH CBT

Engagement of ECA by the RRB
On receipt of ECA’s engagement from RRB the Railways to decide to hold CBT at Unit Level or at Zonal Level depending on local conditions and ECA’s capability.
In case the CBTs are decided to be held at the Zonal Level, Chairman/RRC in Railways and Dy.CPO/SPO in PUs to be nominated as Nodal Officer to co-ordinate between ECA and Administration.	In case the CBTs are decided to be held at the Unit Level, Sr.DPO of the Division in Railways (for all units under the concerned Division’s territorial jurisdiction) to be nominated as Nodal Officer to co-ordinate between ECA and Administration.
