Sub: Avenue of promotion of Artisan Staff in Works department to the posts of Jr. Engineer (Works) II – Introduction of Inter Apprentice quota.

1.     As the Railways are aware on the demand of federation in the PNM-NFIR for improvement in the avenue of promotion of Artisan Staff subsequent to the up-gradation of the posts of erstwhile supervisors as JE-II the erstwhile 7.5% LDCE quota in the category of JE (Works)-II in the pay scale of Rs.5000-8000 was enhanced to 10% vide instructions contained in this Ministry’s letter of even number dated 14.07.2005 (RBE No. 117/2005) forwarding therewith ACS No.174 amending the Indian Railway Establishment Manual, Vol.I, 1989. However, the federation have stated that this decision does not help in improving the promotional opportunities of Technicians in the Works Branch wherein staff with prescribed direct recruitment qualification for the post of JE (Works)-II are not available. The federation have requested that either the scheme of Intermediate Apprentices in lieu of LDCE may be introduced in Works Branch as is already in vogue in Mechanical, Electrical and S&T departments or the eligibility against 25% quota earmarked for promotion by selection in the post of JE (Works)-II may be extended to the staff working as Technicians Gr.II & Gr.III.

2.     The matter has been reviewed by the Board who have decided as under:

(i)   Inter-Apprentice quota may be introduced in lieu of existing 10% LDCE quota. However, since there may not be adequate staff in Skilled grades fulfilling the educational qualifications of ITI/ Act Apprenticeship or 10+2 in Science Stream prescribed for Inter-Apprentice quota, to begin with the quota may be fixed at 15% instead of 25% or 20% in vogue in Mechanical/ Electrical and S&T departments.

(ii)    However, in view of implications involved it is not possible to allow Technicians Gr.II and Gr.III to appear in the Selection for promotion against 25% quota.

3.     Accordingly, the recruitment and promotion percentages in the category of JE (Works)-II will henceforth be as under:

(i)             60% plus shortfall, if any, against Inter-Apprentice quota in (ii) below by direct recruitment through Railway Recruitment Boards;

(ii)    15% by induction of Intermediate Apprentices from amongst staff in skilled grades in Works Branch having the qualification of ITI/ Act Apprenticeship pass or 10+2 in Science Stream with three years’ service in skilled grades and upper age limit not exceeding 45 years; and,

(iii)   25% by promotion by selection from amongst Sr. Technicians including Technicians Gr.I who may be senior to Sr. Technicians by virtue of operation of earlier scheme in which the post of Sr. Technician (erstwhile MCM) was treated as personal to incumbent. In the event of adequate number not being found from amongst these staff eligibility may be extended to cover other Technicians Gr.I also.

4.     Indian Railway Establishment Manual, Volume-I, 1989 Edition should also be amended as per ACS No.186 enclosed.

Chapter–I, Section ‘B’, Sub-Section-III: Rules Governing Recruitment, Training Etc.

Substitute the following for the existing clauses (i), (ii) & (iii) under sub-para (1) of para 145:-

(i)    60% plus shortfall, if any, against Inter-Apprentice quota at (ii) below by direct recruitment through Railway Recruitment Boards;

(ii)    15% by induction of Intermediate Apprentices from amongst staff in skilled grades in Works Branch having the qualification of ITI/Act Apprenticeship pass or 10+2 in Science Stream with three years’ service in skilled grades and upper age limit not exceeding 45 years; and,

(iii)   25% by promotion by selection from amongst Sr. Technicians including Technicians Gr.I who may be senior to Sr. Technician by virtue of operation of earlier scheme in which the post of Sr. Technician (erstwhile MCM) was treated as personal to incumbent. In the event of adequate number not being found from amongst these staff eligibility may be extended to cover other Technicians Gr. I also.

    Sir jo employees as three years skilled ki condition puri krte h .
    Or unka pas 12 arts stream se h unka bhavishya ky h.

    Sir please tell me . I have completed 2 years 7 months service in skilled grade And i have also a diploma and my cast is ST . I am form NFR zone .am i eligble or not for LDCE . is any length of service relaxation for ST candidates
