RBE No. 44/1985: Passes – To Attendant – Of Physically Handicapped

Sub: Higher class pass/ inclusion of attendant in the passes issued to physically handicapped Railway employees.
Ref: Min. of Rly.’s letter of even No. dated 05.09.1983 & 25.08.1984.

In continuation of Ministry of Railways’ letter refer to above, the following further clarifications are given in the matter:-

(i) In case where the employees have lost the function of legs and has to walk with support of hands, they should also be taken as disabled employees to be covered for concessions in terms of Ministry of Railways’ letter dated 05.09.1983 quoted above. A certificate from the DMO, as usual, would, however, necessary to certify the disability. The disability may have arisen out of polio etc.
(ii) The certificate on the basis of which the physically handicapped employees are granted the first class pass in lieu of 1/3 sets of second class passes, which is at present valid for one year at a time, should hereafter be deemed to be valid during the period the employee is in service, since the physical disability in such cases is such which cannot be cured even during the lifetime of the employee.
