RBE No. 43/1985: Ultrasonic Flaw Detection – Grades of Operators

Sub: Grades of operators engaged in Ultrasonic Flaw Detection.
Ref: Ministry of Railway’s letter of even number dated 06.07.1984 on the above noted subject.
1. It has been suggested to this Ministry that Ultrasonic Flaw Detection entails work of a highly sophisticated and responsible nature involving safety and requiring use of sophisticated electronic equipment and therefore, the work must be handled only by staff in grade Rs.550-900. Ministry of Railways have considered this suggestion. They are of the view that JCMAs/ CMAs of all grades are capable of developing the skills required to use the Ultrasonic Flaw Detection (USFD) equipment and interpret the results. The experience and skills gained by them in laboratory and other field jobs do not help them in developing the aforesaid skills. In other words it is not the experience in the lower grade posts which helps such staff to use USFD equipment with competence. It is therefore, not necessary that they must be in the higher grade or even in a grade higher than the initial recruitment grade for handling USFD equipment.
2. The Ministry of Railways are satisfied that the nature of work involved is such that it can be entrusted to any JCMA/CMA in scale Rs.380-560 and above after specified training and certification of their fitness for this particular job. It is, therefore desired that all new and entrants be trained to handle the work of Ultrasonic Flaw Detection and certified fit to handle USFD equipment before being posted.
3. The personal of this cadre who are already working on the Railways in different grades may also be sent for requisite training as early as possible and their continued fitness to perform this job certified. Persons who are unable to acquire proficiency in this work must not be considered for posting on job involving use of USFD equipment. Their ability to acquire this skill may be kept in mind at the time of their annual assessment report and fitness for promotion to higher grades.
