Sub: Fixing of the minimum qualifying marks for recruitment through Railway Service Commissions.
1. The question of fixing minimum qualifying marks was discussed in the meeting of Chairman, Railway Service Commissions held in the Board’s office on 04.09.1984. Minutes of the meeting were circulated under this Ministry’s letter No.E(NG)II/84/RSC/73, dated 20.09.1984. As recorded in para 4.4 thereof, it was decided that for general category candidates, 30% marks in the written examination should be prescribed as minimum qualifying marks, candidates getting less than 30% marks in the written examination not being called for the interview. As far as SC/ST candidates are concerned, the qualifying marks may be prescribed by the Chairman, Railway Service Commission, keeping in view the general performance of the candidates.
2. It is clarified that if the number of candidates qualifying in the written examination happens to be less than 2-1/2 times of the vacancies (5 times in the category of operating staff subjected to psychological test), the number of candidates to be called for the interview should not be increased by calling unqualified candidates to the extent of shortfall. The orders contained in para 4 of the Board’s letter No.E(NG)II/83/RSC/31, dated 02.08.1983 will stand modified accordingly.
