RBE No. 23/1985: Fixation of Pay – Ex-Grains Shop Staff

Sub: Seniority and problems fixation of pay of Temporary ex-grains shop staff who are non matriculates.

1. Reference instructions contained in Board’s letter No.E(NG)II/76/RE 1/13, dated 14.11.1979 and No.E(NG)II/74/RE 1/13, dated 05.06.1981 on the above noted subject, wherein a decision was communicated that seniority be assigned to the ex-grain shop staff who are non-matriculates from the date they were brought on to the CPC scale of Rs.55-130 ignoring the services rendered by them in the truncated scale of Rs.55-85 without allowing other attendant benefits, if any. It was also decided that these employees would not be allowed the benefit of proforma fixation of pay as provided for in Board’s letter No.E(NG)II/74/RE 1/2, dated 12.02.1975.
2. The AIRF had raised a point that since both the matriculates as well as the non-matriculates employees of the grain shop department were given the CPC scale of pay of Rs.55-130, the non-matriculate employees should not be discriminated against in the matter of grant of proforma pay fixation also.
3. The matter was discussed in the PNM meeting held with the AIRF’s on 6th and 7th Feb, 1984. The Ministry of Railway have accordingly reviewed the matter and have decided that the benefit of proforma fixation be given even to the non-matriculates absorbed in the various departments on winding up of the grain shop department subject to the stipulation made in their letters of even number dated 15.12.1977. This is in partial modification of Board’s letter No.E(NG)II/76/RE 1/13, dated 05.06.1981.
4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
