RBE No. 15/1987: Engagement – Retired Employees

Sub: Engagement of retired employees on daily remuneration basis.
1. Attention is invited to this Ministry’s letter No.E(NG)II/80/RC-1/153, dated 09.11.1983 laying down the scale of daily rates applicable to retired staff re-engaged on the Railways on daily basis.
2. Representations have been received by the Ministry of Railways for revision of these rates on account of introduction of the five day week and also due to the increase in the number of working hours per day in administrative offices. The new scales of pay for Group B, C and D employees have also been notified last year.
3. The ministry of Railways have reviewed the rates laid down in the letter dated 09.11.1983 cited above. They have now decided that the daily rates of remuneration for retired staff re-engaged on daily basis on Railways should be revised as under:-
(i) For posts in grades Rs.260-400/ Rs.950-1500 (RP), Rs.330-560/ Rs.1200-2040 (RP) = Rs.27 per day.
(ii) For posts in grades Rs.425-640/ Rs.425-700/ Rs.455-700/ Rs.1400-2300 (RP) & Rs.550-750/ Rs.1600-2660 (RP) = Rs.36 per day.
(iii) For posts in grades Rs.700-900/ 2000-3200 (RP) or above = Rs.45 per day.
4. The above rates will be effective from the date of issue of this letter. It will apply from the same date i.e. date of issue of this letter, also to such of those as are already engaged on daily rates and continue to be engaged after that date.
5. As the Railway Administrations are aware, re-engagement of retired staff on daily rates should be made only in exceptional cases and that too for short periods and with the prior approval of this Ministry, this sanction is thus only for rates. It should not be construed as a sanction for engagement or continued engagement of retired personnel.
6. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
