RBE No. 137/1992: Engagement – Retired Employees

Sub: Engagement of retired employees on daily remuneration basis.
1. Please refer to Railway Board’s letter No.E(NG)II/86/RC-3/85, dated 04.02.1987 (RBE No. 15/1987) fixing daily rates of remuneration for retired staff engaged on daily basis. The question regarding revision of these rates has become an item for discussion at the PNM meeting held with NFIR on 18/19.12.1991. After reviewing the matter in the light of the discussion at the meeting and taking all factors into account, Ministry of Railways have decided that w.e.f. 01.10.1992 the rates of daily allowance may be revised as under.
(i) For posts in grades (Rs.950-1500 & 1200-2040) = Rs.36 per day.
(ii) For posts in grades (Rs.1400-2300 & 1600-2660) = Rs.48 per day.
(iii) For posts in grades (Rs.2000-3200) = Rs.60 per day.
2. As the Railway Administrations are aware, re-engagement of retired staff on daily rates should be made only in exceptional cases and that too for short periods and with the prior approval of this Ministry.
3. Thus, such arrangement may be resorted to in the rarest of the rare circumstances and such engagement in Ministerial categories need to be avoided to the extent possible. This action is only for rates. It should not be construed as a sanction for engagement or continued engagement of retired personnel. In no case retired personnel are to be engaged continued beyond 60 years without Board’s prior approval.
4. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
