Chemical & Metallurgical Cadre: RBE No.37/1986 – Recruitment/ Promotion Pattern

Sub:   Recruitment/ Promotion pattern in the Chemical & Metallurgical Cadre (in Mech. Department).

1.     Reference instructions contained in this Department letters No.PCIII/73/PS/Scientific Staff, dated 02.11.1977 laying down percentage for recruitment/ promotion for posts in Chemical and Metallurgical Wing of Mechanical Department in various grades and instructions issued recently in their letter No.E(NG)I/84/PM7/63(DCM), dated 06.11.1985 (RBE No.308/1985) regarding opening of avenue of advancement for non-Science graduate JCMAs to the post of CMA in scale Rs.425-700 subject to conditions stipulated therein.

2.     A demand was raised by the All India Railwaymen’s Federation in the PNM meeting with the Board for abolition of direct recruitment in the grade of JCMA scale Rs.380-560, with a view to providing better advancement to serving employees. In this context the question of revision of quota for direct recruitment in this grade has been considered by the Department of Railways. The demand of the Federation was also discussed in the PNM meeting held by the Board with the AIRF on 11th and 12th December, 1985.

3.     As a result, it has now been decided that in future the percentage of vacancies to be filled by direct recruitment through the agency of the Railway Recruitment Boards in the grade of JCMA in scale Rs.380-560 will be 50% of the vacancies in place of the existing 66-2/3%. The quota for promotion to this grade will accordingly be increased from 33-1/3% to 50%.

3.1   The question of revising the existing qualification prescribed for filling up direct recruitment vacancies in the grade of CMA in scale Rs.425-700 has also been separately under consideration of the Department of Railways. It has now been decided that the existing qualifications prescribed for direct recruitment in this category vide Department of Railways’ letter dated 02.11.1977 referred to above, shall be revised as under:-

Degree in Metallurgy/ Chemical Engineering or M.Sc. Degree in Chemistry/ Applied Chemistry. The qualification for direct recruitment to the post of JCMA in scale Rs.380-560 will continue to be Bachelors degree in Science with Physics and Chemistry with a minimum of 45% of marks.

3.2   The revised qualification for this post will be applicable in respect of direct recruitment vacancies for which indents will be placed on the Railway Recruitment Boards in future and in respect of vacancies for which indents have already been placed but the same have yet to be notified by the Railway Recruitment Board concerned.
