Console Operators: RBE No.38/1986 – Procedure of Filling up Post

Sub: Filling up of post of Console Operators in E.D.P. Centres – Procedure regarding.
1. In terms of Board’s letter No.E(NG)I-69/PM1/23, dated 26/28.03.1970, Punch Room staff in the E.D.P. Centres was required to be constituted as a separate seniority unit. In their letter No.E(NG)1-75/PM1/230, dated 25.04.1978, it was laid down that the post of Console Operators in Grade Rs.550-750 should be filled from amongst the Punch Room staff only by adopting the normal selection procedure and subject to passing of requisite aptitude test in Grade ‘A’ or Grade ‘B’. It was also laid down that the requirement of graduation and the upper age limit of 45 years for eligibility will not be applicable to filling up the posts of Console Operators from amongst the Punch Room Staff.
2. The matter has been reviewed in the light of representations received in this regard and there being some ambiguity regarding status of Console Operators in the EDP Centres. It has now been decided that the posts of Console Operators will form an independent cadre within the E.D.P. Centre and the staff posted as such will be required to advance in that cadre only. This will be subject to the following further conditions:-
(i) The existing Console Operators posted as such on regular basis may be given an option to either continue as Console Operators in which event they will have no claim for advancement in their erstwhile cadre, or to go back to the Punch Room. This option will be available only to such of the existing Console Operators as had been posted as such in terms of Board’s letter of 25.04.1978 and again only in those Computer Centres which have a separate seniority unit in the Punch Room. This option will be available also to such of the Punch Room Staff as are borne on a current panel for promotion to the post of Console Operator awaiting their turn for promotion as Console Operator.
(ii) The existing panels of Console Operators framed in terms of Board’s letter of 25.04.1978 will continue to be operated subject to availability of option suggested above to the selected staff, so long as they are current in terms of extant orders.
(iii) In future, posts of Console Operators in scale Rs.550-750 will be filled first from the Punch Room staff, who are found suitable after usual selection, for promotion as Console Operator. If such persons are not available in adequate number, the vacancies can be thrown open to staff of other departments, i.e. other than the Computer Centre. For staff of other departments, the same qualifications as were obtaining before 1978 will apply, namely graduation with age not exceeding 45 years.
