Sub: Avoidance of delay in finalization of terminal benefits – Loss Of Service Book.

 

1. It has come to the notice of Board that in certain cases where there has been a abnormal delay in finalization of retirement benefits due to the loss of Service Book of the employees. As a result, tremendous hardship is experience by such retired employees due to no fault of theirs. Sometimes, delay in finalization of settlement dues has prompted the retired employees to approach the National Human Right Commission, etc. and even resort to legal remedies, which has often put the Railway administration in an embarrassing position.
2. Board, taking a serious note of the situation, has desired that recurrence of such lapses on the part of employees should be dealt with sternly. In order to avoid hardship to the retiring employees, it is reiterated that the service records of all the employees should be properly maintained and updated in time in terms of extant instructions and their movement should be meticulously watched. In case of loss/ displacement of Service Records, the officials responsible for safe study of these documents should be accounted for and immediate action should be taken to reconstruct the same as per extent instructions in order that retirement dues are not held up for want of service records.
