RBE No. 155/2006: Restructuring – Applicability

Sub: Restructuring of certain Group ‘C’ & ‘D’ cadres.

Please refer Board’s letter of even number dated 13.06.2006 (RBE No. 80/2006) reiterating instructions contained in para 2.2 of Board’s letter No.PC-III/2003/CC/6, dated 09.10.2003 (RBE No. 177/2003) as applicable to Construction Units and Projects. During further discussion on the issue in the last PNM/NFIR meeting, the Federation had requested Board to further clarify this issue. Accordingly, it is further clarified that cadre restructuring orders as contained in Board’s letter number PC-III/203/CRC/6, dated 09.10.203 (RBE No. 177/2003) are not applicable to Construction Units & Projects. For creation of posts in these units the percentage distribution of posts as in Open Line/ Production Units may be generally kept in view, taking into account the availability of funds and extant rules for the same.

This issues in consultation with Establishment Directorate and with the concurrence of Finance Directorate of Ministry of Railways.
