Sub: Restructuring of certain Group ‘C’ & ‘D’ cadres

The issue of operation of posts in the Construction Organization in the wake of orders of restructuring issued vide Board’s letter No.PC-III/2003/CRC/6, dated 09.10.2003 (RBE No. 177/2003) was raised by NFIR in the PNM. In this context, it is reiterated that work charged posts including those in construction Organization are not to be taken into account for the purpose of restructuring. Stipulation contained in para 2.2 of Board’s aforesaid letter is to be treated only as a guideline. The posts  to be created in Construction Organization being on worth of charge basis  should be created on need basis duly observing extant rules for the same.

This issues in consultation with Establishment Directorate and with the concurrence of Finance Directorate.
