RBE No. 139/2019: GDCE – General Departmental Competitive Examination – Language of Question Paper

Sub: Language of Question Papers for GDCE – Clarification.

Instruction regarding introduction of 100% objective type Question paper in Departmental selection were issued vide Board’s letter of even number dated 14.12.2018 (RBE No. 196/2018) followed by detailed clarificatory instructions dated 14.06.2019 (RBE No. 97/2019) regarding implementation thereof.
One of the Zonal Railways viz. South Central Railway has raise the issue as to the language in which the question papers for holding OMR based written examination are to be set for GDCE examination.
The matter has been considered, and it is pointed out that the catchment area/ eligibility zone of consideration for General Departmental Competitive Examination (GDCE) is restricted solely to serving Railway employees. Further, all departmental promotions examinations for serving employees, are set in Hindi and English only. Accordingly, there is no necessity for a vested right for GDCE question papers (where such GDCE is conducted separate from the examination for Direct Recruitment from open market) to be set in languages other than Hindi and English. Railway & PUs may be guided accordingly. Past cases/ cases already decided otherwise need not be reopened.
This disposes of South Central Railway’s letter No.RRC/SCR/GDCE/01/2018/WE, dated 22.07.2019, addressed to Chairman, RRB/Ajmer, copy endorsed to EDE(RRB), Railway Board.
