Sub: Introduction of 100% objective type paper for Departmental selection clarification – reg.
Attention is drawn to Railway Board’s letter of even number dated 14.06.2019 (RBE No. 97/2019) wherein it has been mentioned that any further issues which may come up with regard to implementation of the instructions circulated therein may be brought to the notice of the Railway Board for suitable clarification in the matter.
In this connection, the points raised by a Production Unit, namely Railway Wheel Plant/ Bela/ Bihar, and their clarification in juxtaposition are enclosed herewith for information and reference.

The points raised in your office letter cited above with regard to conduct of CBT for departmental promotional examination, have been examined and the position is clarified below in juxtaposition:

Separate question paper setter and evaluator – In case of CBT one officer, whosoever is nominated from the department by competent authority will publish question paper just before examination. The question paper would be populated randomly from the question bank available on the cloud by the person nominated, following the procedure given by service provider. |

(b) Modalities of setting the question paper to be decided by the Competent Authority of the Railway/ Unit as long as extant instructions regarding content are followed as also mentioned in enclosure to RBE No.97/2019. |

Coding and decoding of answer sheet – Coding & decoding of answer sheet would also not be part of CBT, as results would automatically will be worked out as soon as answer sheet is submitted by the candidate. |
Even where the computer itself calculates the score/ marks of a candidate based on responses, it is pointed out that there are 2 additional steps usually involved: (a) Evaluator who is also a technical officer of the Department, to cross check the answer-key provided by the question paper setter; (b) Considering objections received from candidates regarding answer-key and finalizing answer-key after that. For both (a) and (b) above, as evaluator’s intervention can change the score obtained after the initial iteration/ scoring, it is more appropriate to have only coded response sheets (either on-line or in hard-copy), accessible to the evaluator. Based on steps (a) and (b) above, final score of candidates (in coded form) will be signed off by evaluator. Decoding can then take place for determining written merit and further processing for empanelment. |

Nomination of three member committee – The Committee would be nominated as per rules. However, the role of committee would be restricted to scrutiny of document and conducting interview. |
The committee would determine and recommend panel list of candidates based on written examination score, interview/ skill test (wherever applicable), community-wise reservation as applicable and scrutiny of relevant records. |
(iv) |
We would be taking services of one of the reputed service provider like TCS, Ginger Web Pvt, Just Exams, etc. who are regularly conducting Computer Bases test. |
This is for the Railway/ Units to decide. Usual/ Tendering practice/ rules may be followed while awarding the contract to a service provider. It was also suggested in enclosure to RBE No.97/2019 that attached/ contiguous RRBs, who have vast experience in CBTs, can also be consulted in this matter. |
