RBE No.114/1993: Promotion – In-situ – Clarification

Sub: Career advancement of Group ‘C’ and ‘D’ employees – Clarification regarding.

1. As the Railway Administrations are aware, a scheme of in-situ promotion was introduced by the Board under their letter of even number dated 05.02.1992 (RBE No.22/1992). This scheme has come into force w.e.f. 01.04.1991.
2. It has been noticed that in some cases, the employees retired before the scheme could be implemented by the Railways, without getting the benefit of in-situ promotion. It is clarified that the employees who were in service as on 01.04.1991, i.e. the date from which the scheme came into effect, but who retired before the scheme could be implemented by the Railways may be allowed the benefit of in-situ promotion w.e.f. 01.04.1991, if they fulfilled all the conditions laid down in Board’s letter dated 05.02.1992 ibid.
3. This issues with the concurrence of the Finance Directorate of the Ministry of Railways.
