RBE No. 136/1993: Promotion – In-situ – Clarification

Sub: Career advancement of Group ‘C’ and ‘D’ employees – Clarifications.
1. Attention is invited to this Ministry’s letter of even number dated 16.12.1992 (RBE No. 213/1992) containing clarifications regarding career advancement of Group ‘C’ and ‘D’ employees. It has been brought to the notice of the Government that the clarifications furnished are causing hardship in cases where there is no directly recruited junior employee in the cadre. The matter has been reconsidered by the Govt. and it has been decided that in supersession of the clarifications furnished against item No.2, 4 and 5 of this Ministry’s letter dated 16.12.1992 (RBE No. 213/1992) ibid, such cases may be processed and decided in the following manner:-
“If a person who was directly recruited to a post in a particular scale of pay and where pay was fixed at the minimum of that scale is subsequently appointed to another post in the same organization on same/ another post in another organization in the same scale of pay by transfer or otherwise (including deployment after being declared surplus) he may be considered for promotion in-situ, one year after reaching the maximum of the scale of pay provided all his seniors have been promoted”.
2. The cases of promotion in-situ of the employees who are directly recruited but initially appointed on ad-hoc basis and subsequently appointed on regular basis against the same post in the same organization or in another organization in the same scale of pay may also be governed in the same manner as indicated in the para above
