IREM Rule No.125: TRAFFIC APPRENTICES – IREM Vol-I, Chapter-I, Section-B, Sub-section-III: Recruitment and Training

125 (1) Section Controller (Pay Level-6):-

(a) 60% Direct Recruitment from open market through RRBs.

(b) 40% by Promotional Quota (General Selection) from lower grade eligible Traffic staff in Pay Level- 2 to 6 (except Ministerial Staff) having a minimum of 2 years service (if working in Pay Level-5 & 6) and 5 years service (if working in Pay Level-2 to 4). The promotion shall be subject to passing of an initial training course of 12 months including on job training. The promotion shall also be subject to passing a Psychometric Test as per RDSO specifications, the assessment of vacancies to include higher grade vacancies of Pay Level-7 & 8, the shortfall in promotion quota to be diverted to DR Quota and be filled by direct recruitment.

(c) Chief Controller (Pay Level-7) Promotion Quota = 50% on Seniority cum suitability based on APARs from amongst Section Controllers, Pay Level-6 having a minimum of 2 years regular service in Pay Level-6, shortfall, if any to be filled as shown below,

LDCE = 50% from amongst Station Masters (Pay Level-6), Train Managers (Pay Level-5 & 6) and Section Controllers (Pay Level-6) having completed a minimum of 2 years service in lower grades, subject to passing of a prescribed refresher course and Psychometric Test as per RDSO specifications for those who have already not passed such a test in lower grades, unfilled vacancies to be diverted to direct recruitment quota in Section Controller, Pay Level-6.

(d) Chief Controller (Pay Level-8): Same as being followed presently i.e. Seniority cum suitability from among those Section Controllers who have completed a minimum of 2 years service in Pay Level-7.

(e) Chief Controller (Pay Level-9): No change, same as being planned presently, a non-functional up gradation of those Section Controllers, Pay Level-8 who have completed 4 years service in Level-8.

Para 125 (2) Qualification etc. for direct recruitment for the post of Section Controller in Level-6 are as under:-

Age Limit – Between 20 years and 30 years with prescribed relaxations,

Educational Qualification – Graduate in any field from a recognised University or equivalent,

Medical Classification – A-2,

Examination Pattern – To evaluate Analytical, Logical, Mental Reasoning capabilities.

Initial Training – 12 months (Class Room + Practicals + 6 month – On Job),

A mandatory Psychometric Test as per RDSO specifications needed to be passed.

(I) TRANSPORTATION (TRAFFIC) DEPARTMENT:-
(iv) TRAFFIC APPRENTICES

125. (1) 25 % of the post in the categories of Section Controllers, Station Masters, Yard Masters and Traffic Inspectors in scale Rs.1400-2600/ 1600-2660 will be filled by recruitment as Traffic Apprentices as under:-

(i) 15% plus shortfall, if any, against LDCE quota as at (ii) below, by direct recruitment through the Railway Recruitment Boards; and

(ii) 10% through Limited Departmental Competitive Examination from amongst serving staff (other than Ministerial) in the Traffic (Transportation) Department who are graduates and are upto 40 years of age.

125(a) 75% by promotion from the feeder category in the following proportion:

(i) Station Master         55%

(ii) Guards                     10%

(iii) Shunting/ TNC       10%

(b)   25% by LDCE from all eligible categories.

(2) Qualification etc. for direct recruitment are as under:-

(i) Educational: A University degree or its equivalent. Diploma in Rail Transport and Management from the Institute of Rail Transport will be an additional desirable Qualification.
(ii) Age: Between 20-28 years.
(iii) Training & Stipend: Period of training will be two years. Stipend: First year Rs.1400. Second year Rs.1440.
NOTE: Period of training for those inducted against 15% will also be two years but they will continue to receive the pay and allowances of the post from which they were selected during the period of the training.

(3) Channel of Promotion/ Higher grades:-

The following higher grades are available to Traffic Apprentices after their observations in a waiting post for their advancement as per the channel of promotion laid down by the Zonal Railway Administrations keeping the broad policy framework laid down by the Railway
Dy. Chief Controller/ Dy. Station Supdt./ Dy. Yard Master/ Traffic Inspector (2000- 3200)
Chief Controller/ Station Supdt./ Yard Master/ Chief Traffic Inspector (2375-3500)
