IREM Rule No.124: GUARDS – IREM Vol-I, Chapter-I, Section-B, Sub-section-III: Recruitment and Training
(I) TRANSPORTATION (TRAFFIC) DEPARTMENT:-
(iii) GUARDS:-
124. (1) The posts in the category of Goods Guards in the pay scale of Rs.4500-7000 (RSRP) will be filled as under:-
(i) 60% by general selection from amongst serving regular employees with a minimum of three years service working in Grade Pay Rs.1900 (Level-2) to Rs.2400 (Level-4), in the categories of Train Clerks (GP Rs.2000, Level-3)/ Sr. Train Clerks, (GP Rs.2400, Level4), Commercial Clerks (GP Rs.2000, Level-3), Ticket Collectors (GP Rs.2000, Level-3), Cabinman (GP Rs.1900, Level-2 & GP Rs.2400, Level-4), Switchmen/ Leverman/ Pointsman/ Shuntman (GP Rs.1900, Level-2), and Asstt. Guards (GP Rs.1900, Level-2)/ Sr. Asstt. Guards (GP Rs.2400, Level-4); Individual quotas for each of these categories being fixed by the Zonal Railways.
(ii) 15% by LDCE plus shortfall, if any, against (i) above, from amongst serving regular non-ministerial employees in Operating and Commercial Deptts. with a minimum of three years’ regular service, working in GP RS.1800 (Level-1) to GP Rs.2400 (Level-4) up to 40 years of age (45 years in case of SC/ST) with educational qualification of Graduation; and
(iii) 25% by direct recruitment through Railway Recruitment Boards with graduate qualification.
(iv) Shortfall in General Selection as per (i) above to be added to LDCE and shortfall in LDCE will be transferred to GDCE quota open for all Departments.
124 (1) The posts in the category of Goods Train Manager (Rs.2800, Level-5) will be filled as under:
(i) 60% by general selection from amongst serving regular employees with a minimum of three years service working in Grade Pay Rs.1900/- (level-2) to Rs.2400/- (level-4), in the categories of Train Clerks (GP Rs.2000), (level-3)/ Sr. Train Clerks, (GP Rs.2400), (level-4), Commercial Clerks (GP Rs.2000), (level-3), Ticket Collectors (GP Rs.2000), (level-3), CCTC (Level-3), Cabinman (GP Rs.1900), (level-2) & (GP Rs.2400), (level-4), Switchmen/ Leverman/ Pointsman/ Shuntman (GP Rs.1900), (level-2): Individual quotas for each of these categories being fixed by the Zonal Railways.
(ii) 15% by LDCE plus shortfall, if any, against (i) above, from amongst serving regular non-ministerial employees in Operating and Commercial Departments with a ‘minimum of three years regular’ service, working in GP Rs.1800 (Level-1) to GP Rs.2400 (level-4) up to 40 years of age (45 years in case of SC/ST) with educational qualification of Graduation;

(2) Qualification etc. for direct recruitment are as under:-
(i) Educational:- A University degree or its equivalent.
(ii) Age:- Between 18-25 years.
(iii) Training & Stipend:- Period of training will be for a duration (upto one year) as decided by the Railway Administration on a stipend of Rs.4500.
(3) Channel of Promotion/ Higher grades:-
The following higher grades are available in this category:-
PASSENGER GUARD (ALL PASSENGER TRAINS & EMUs) (1350-2200)
MAIL GUARD (SUPER FAST), MAIL & EXPRESS TRAINS) (1400-2600)
The following higher grades are available in this category:—
Sr. Goods Train Manger (Level-6) (G.P. 4200 as per 6th CPC)
100% PQ by Seniority cum Suitability
Sr. Passenger Train manger (Level-6) (G.P. 4200 as per 6th CPC)
100% PQ by Suitability with prescribed benchmark
Mail/Express Train Manger (Level-6) (G.P. 4200 as per 6th CPC)
100% PQ by Suitability with prescribed benchmark
Note: Passing of pre-promotional course/ training consisting of written test, will be mandatory in case of promotion to the posts in grade pay Rs.4200 (Level-6) wherever mode of promotion has been prescribed as Suitability with prescribed benchmark.

NOTE:
(1) Guards upto 48 years of age are eligible for promotion by selection as Section Controllers in scale Rs.1400-2600 against 30% of the vacancies in that grade.

(2) Their (Guards) channel of promotion to other Traffic categories such as Station Masters, Yard Masters, Traffic Inspectors will be as laid down by individual Railway Administrations within the Broad policy frame work/ guidelines, if any, issued by the Board.
