Travelling Allowance Rules: RBE No.41/1987 – 4th Pay Commission Recommendations

Sub: Travelling Allowance Rules – Implementation of recommendations of IV Pay Commission.

Ref: Railway Board’s letter No.PC-IV/86/Imp/AL-7, dated 04.12.1986 (RBE No.241/1986).

1.     Attention of the Railways is invited to item “3 – Income Ceiling for dependent relatives” to Annexure of Railway Board’s letter No.PC-IV/86/Imp/AL-7, dated 04.12.1986 (RBE No.241/1986) informing the Railways that the income ceiling has been raised to Rs.500 per month. Clarification has been sought whether apart from the revision in the income ceiling, there has been any modification of pass rules as regards entitlement of passes by dependent relatives. This is to clarify that there has been no change in entitlement of passes as far as dependent relatives are concerned. What has been conveyed in this Ministry’s letter referred to above is the raising of the existing ceiling limit of Rs.350 as conveyed earlier in Board’s letter No.E(W)81 PS 5-1/8, dated 10.08.1981 to Rs.500 per month.

2.     Accordingly para 3 of annexure to Railway Board’s letter dated 04.12.1986 (RBE No.241/1986) may be amended to read as under:

3. Income ceiling for dependent relatives:-

It has been decided that a dependent relative in relation to a railway servant as defined in the pass rules shall be deemed to be wholly dependent on the railway servant for the purpose of this rule only if he/her income from all sources including pension (inclusive of temporary increase in pension and pension equivalent of death-cumretirement gratuity benefits) does not exceed Rs.500 per month.”
