Transfer: Group ‘B’ Officers to another Zone

Sub: Transfer of Group ‘B’ officers to another zone on bottom seniority – Reckoning of Group ‘B’ service rendered in previous unit.

1.0 Please refer to this office letter of even number dated 16.12.2005 on the above mentioned subject wherein it was advised that the service rendered by Group ‘B’ officers (transferred on bottom seniority) in the previous unit, may be reckoned for the purpose of further promotion in the new unit to the extent it does not exceed the Group ‘B’ service of his immediate senior in the new unit.

In this connection it is mentioned that the above instructions were issued after a reference was made by South Western Railway (SWR) vide their letter No.SWR(P)HQ/534/Promotion Policy, dated 08.10.2005 seeking clarification whether in cases of transfer of Group ‘B’ officers from one zone to another on bottom seniority, the service rendered in Group ‘B’ in the earlier zone is to be reckoned for determining eligibility for ad-hoc promotion to Sr. Scale in the new unit. The reference from SWR was examined in Board’s office and instructions to All Indian Railways, etc. were issued vide letter dated 16.12.2005 as mentioned in para 1 above. SWR were also accordingly advised separately in the mater vide Board’s letter dated 26.12.2005 (copy enclosed).

In order to avoid any confusion, it is hereby clarified that the said instructions contained in Board’s letter dated 16.12.2005 were issued to the General Managers of All Indian Railways etc. to facilitate them to grant promotion of Group ‘B’ officers only to Sr. Scale (ad-hoc) under the powers delegated to them. These instructions shall not be applicable for cases pertaining to regular promotions.
