Training: RBE No.21/1986 – All India Training Policy

Sub: Implementation of the recommendations of Railway Reforms Committee contained in Part IX of their Report on Personnel relating to training of Railway staff.

1.     The Railway Reforms Committee in Part IX of their Report have extensively dealt with training and development of Staff on the Railways. The Committee after detailed deliberations have made a number of recommendations in regard to augmenting and revamping the existing training facilities, making the training programme more attractive, fuller utilisation of existing capacity and evolving a comprehensive scheme to give shape to an All India Training Policy. These recommendations after examination in the Department of Railways were accepted and circulated to the Railways for implementation vide letters No.E(Trg)84/21/21, dated 26.02.1985 and No.85/MPP/RRC/Imp., dated 26.07.1985.

2.     The progress of implementation of recommendations by RRC in Part IX of their report on Personnel was reviewed in a Board meeting recently. The relevant extracts from the minutes of this review meeting pertaining to training of Railway staff are as under:

“Recommendations No.21 to 28 and 72 to 76 – All India Training Policy:

While all these recommendations have been accepted, we have yet to evolve a comprehensive scheme to give shape to an All India Training Policy. To contain expenditure on this account, officers may have to go round and impart suitable training.”

3.     The recommendation regarding adoption of an All India Training Policy was made by the RRC in their recommendations No.38 to 43. These recommendations with the decision of the Board and necessary guidelines for implementation in a phased manner, were sent vide Ministry’s letter of even number dated 26.07.1985.

4.     In the context of recommendations made by Railway Accident Enquiry Committee 1978, instructions were issued vide letter No.E(Trg)84/21/2, dated 16.02.1984 that Heads of Departments should visit Zonal Training Schools and also deliver lectures to the trainees. It has now been decided that experienced field officers who have aptitude in the job, should on a regular schedule be deputed to impart training to your staff. This could be done by deputing the officers to Training Schools/ Centres, in the Workshops, stations and near to the work-spots by arranging suitable training programmes. This scheme apart from giving impetus to the training programmes, will motivate the staff to attend training courses, bring trainees and the officers closer to each other and provide an interaction between them.

Action talon in this regard may be reported to the Board.
