Switchman: RBE No.03/1998 – Minimum Education Qualification

Sub: Filling up of the posts of Switchman – Raising of minimum educational qualification.
1. In terms of instructions contained in this Ministry’s letters No.E(NG)I/PM2/10, dated 10.12.1985 and 23.12.1986 (RBE No.251/1986), the vacancies in the category of switchman in scale Rs.1200-2040 (RSP)/ Rs.4000-6000 (RSRP) are filled under:-
(i) 50% by staff having VIth standard qualification from amongst the normal promotional categories viz., Pointsman/ Leverman/ Cabinman through selection based on a written examination and viva-voce designed to test the professional ability and knowledge of safe working rules required in the discharge of duties of Switchman; and
(ii) 50% or such higher number of vacancies as could not be filled up by (i)) above, from amongst Group ‘C’ and ‘D’ staff of Operating Deptt. with Matriculation qualification and with a minimum 5 years regular service (relaxable to two years by the General Managers for want of staff with 5 years’ service) through a written examination and viva-voce.
2. Pursuant to the recommendation of the Commissioner of Railway Safety, Northern Circle that (i) minimum qualification for promotion as Switchman should be raised to Class X; and (ii) direct recruitment be made of Switchman with educational qualification and other criteria similar to ASM, the Board have considered the matter in consultation with both the Federations and have decided that the vacancies in the category of Switchman in grade Rs.4000-6000 (RSRP) should be filled as under:-
(i) 50% by staff having qualification of Matriculation from amongst normal promotional categories of Cabinmen/ Leverman/ Pointsman through selection based on a written examination and viva-voce designed to test the professional ability and knowledge of safe-working rules required in the discharge of duties of Switchman;
(ii) 50% or such higher number of vacancies as could not be filled by (i) above from amongst Group ‘C’ and ‘D’ staff of Operating Deptt. with Matriculation qualification and a minimum 5 years service (relaxable to two years by the General Managers for want of staff with 5 years’ service) through a written examination and viva-voce; and
(iii) the shortfall against (ii) above, be made good by direct recruitment through RRB from open market from amongst candidates with minimum educational qualification of Matriculation.
3. However, in order to protect the promotional prospects of the existing Pointsman/ Leverman/ Cabinman looking forward for promotion as Switchman, it has been decided that the revised qualification for promotion against 2 (i) above will be effective for selections to be notified on and from 01.01.2000.
