Psychological Test: RBE No.173/1999 – Psycho Test in Departmental Selections

Sub: Psychological Test in departmental selections.
1. In terms of the instructions contained in this Ministry’s letter No.E(NG)I-92/PM1/22, dated 26.09.1994 (RBE No.79/1994), the Psycho tests are required to be conducted at the recruitment/ promotion stages in respect of the categories mentioned below:-
(ii) Direct recruitment to the posts of ASM, Diesel Asstt./ Elec. Asstt. and Motorman.
(ii) Promotion to the posts of Switchman, ASM, Diesel Asstt./ Elec. Asst., Goods Driver, Motorman, High Speed Drivers deployed on Rajdhani/ Shatabdi Express Trains.
1.1 The psycho test will also be required to be conducted at the stage of direct recruitment of Switchman in case of shortfall against promotion quota, as per the instructions contained in this Ministry’s letter No.E(NG)I-95/PM2/25, dated 06.01.1998 (RBE No.03/1998).
2. The matter pertaining to Psycho test in departmental selections has also been raised by the NFIR at the Board’s level and the same was last discussed in the PNM meeting with NFIR held on 20/21.04.1999.
3. The matter has been considered carefully in reference to the Railway Board’s extant instructions, as well as the procedure prescribed by RDSO. Consequently the Ministry of Railways wish to clarify the position as under:-
(i) The psycho test, wherever prescribed, will be of qualifying nature. In other words, a person who fails in the psycho test is not eligible to be included in the panel/ suitability list.
(ii) The psycho test, wherever prescribed, will be part of the selection/ suitability test. Accordingly, a final list, be it panel or suitability list, can be drawn only after taking into account the result of the Psycho test.
(iii) A person who once fails in the psycho test cannot be allowed to reappear in the psycho test in respect of one and the same selection/ suitability test. There is, however, no objection to such a person being allowed subsequent opportunity to appear in the psycho test in respect of a fresh selection/ suitability test held for the same category after a time gap of six months or more (Board’s letter No.E(NG)- 985/PM2/12, dated 08.01.1993).
(iv) A person who has qualified in the psycho test as a part of the selection/ suitability test for promotion to a particular category but does not find place in the panel/ suitability list for other reasons or finds place in the panel/ suitability list but does not get promoted during the validity of the panel for want of vacancy, need not appear in the psycho test again as part of the selection/ suitability test held for promotion to the same category. This will, however, be subject to the condition that in the mean time there is no change in the test battery/ contents of the psycho test.
4. The above procedure will also be applicable to the selections under GDCE in respect of the categories covered by psycho test.
5. A strict compliance with the above procedure may be ensured.
