Special Pay: RBE No.248/1988 – Reckoning for Fixation of Pay on Promotion

Sub: Reckoning of Special Pay of Rs.35 to Upper Division Clerks in the non-Secretariat Administrative Office for the purpose of fixation of pay on promotion.

1. Please refer to this Ministry’s letter of even number dated 27.11.1987 (RBE No.286/1987) on the above subject.

2. In connection with Board’s letter quoted above, references have been received from zonal Railways for stepping up of pay where a CG-I drawing a special pay of Rs.35 on promotion as Sub-Head prior to 01.09.1985 gets less pay than his junior promoted as Sub-Head between 01.09.1985 to 31.12.1985. The matter has been examined in consultation with Ministry of Finance and it is clarified that stepping up of pay is not allowed in such cases.
