SCs/STs Association: RBE No.249/1988 – Facilities to Office bearers

Sub: Grant of special facilities to the Office bearers of All India Sch. Castes and Sch. Tribes Railway Employees Association. 

Ref:  Board’s letter No.78-E(SCT)/15/4, dated 09.02.1978 and letter No.80-E(SCT)/15/1/Pt.II, dated 19.02.1986.

Attention is invited to the instructions contained in Board’s letter dated 09.02.1978 referred to above according to which the representatives of the above mentioned Association should be allowed to meet informally the General Managers/ Chief Personnel Officers in the HQrs, Supdt. (Mech./ W.Shop) or Dy. Chief Mechanical Engineers in the Workshops and Divisional Supdts. (Now DRMs), extra Divisional Officers in the Divisions for representing their grievances personally. Further, it was also stated therein that formal minutes of the meeting may not be circulated to the Association though a record note is to be maintained for follow-up and that copies of any order that may be issued following discussions may be sent to the Association.

In Board’s letter dated 19.02.1986, the Railways were informed that whatever facilities have been granted to SCs/STs Railway Employees Association, those may continue but no further facilities be extended to them. In other words status-quo as obtaining other Railway Units upto 19.02.1986 may be allowed to remain. During discussions in an informal meeting on 19.01.1988 the representatives of the Association informed that some of the Zonal Railways were not holding Informal meetings with the Association at various levels. Since the facility of Informal meeting between the Association and the Railway authorities at different levels still continues, it may be ensured that these meetings are held at different levels and there should be no cause of complaint on this account.
