Senior Clerks: RBE No.160/1986 – Recruitment against Graduates Quota

Sub: Filling in vacancies in the category of Senior Clerks (scale Rs.330-560) against serving graduates quota.

1. Attention is invited to this Ministry’s letter No.PC-III/81/UPG/7, dated 18.06.1981 in terms of which 13-1/3% of vacancies in the category of senior clerk (scale Rs.330-560) will be filled from among serving employees  who are graduates, through a limited competitive examination to be held by the Railway Service Commission (now Railway Recruitment Board). It was further laid down in this Ministry’s letter of even number dated 23.11.1984 that recruitment from amongst serving graduates as per the orders contained in the letter dated 18.06.1981 cited above, shall be done on the same basis as for direct recruitment made from the open market. It was also stipulated therein that in the event of graduate Clerks not being available from amongst the serving employees to fill this quota, the residual vacancies will be filled up by direct recruitment through the Railway Recruitment Board over and above the 20% quota reserved for graduate candidates from the open market. However, the method of competitive examination to be held by the Railway Recruitment Board had not been stipulated in the orders.

2. It is seen that the method being followed by the various Railway Recruitment Boards for filling up of the quota from serving graduates is not uniform.

3. The question as to what should be the standard for the serving graduates – whether it should be the same as for the direct recruits from the open market or not – has also been engaging the attention of the Department of Railways. This subject was also discussed in the Conference of the Chairmen of Railway Recruitment Boards held on 16.01.1986.

4. After careful consideration it has been decided that the examination to be conducted by the Railway Recruitment Boards for the purpose of filling up of 13-1/3% of vacancies in the category of Senior Clerks (scale Rs.330-560) will be of the same standard as for the direct recruit candidates and that the Railway Recruitment Boards may conduct a combined examination for the departmental candidates along with the ‘graduate categories’ from the open market. The minimum qualifying marks will be the same for both direct recruits and the departmental candidates. For the purpose of convenience the Railway Recruitment Boards may allot a separate block of Roll numbers to the departmental candidates.
