Sub: First Annual General Meeting of the Railway Scouts & Guides Board held at Gulden Rock, Tiruchchirapalli on 27.01.1985.
A copy of the minutes of the Annual General Meeting of the Railway Scouts and Guides Board held at Tiruchchirapalli on 27.01.1985 is sent herewith for information and action as necessary. A copy of the Constitution of the Board, as approved at the meeting is also enclosed.
Minutes of the First Annual General Meeting of the Railway Scouts and Guides Board held on 27.01.1985 at 11 Hrs. at Golden Rock, Tiruchchirapalli.

At the outset, the Vice-Chairman welcomed the members who had come to attend the inaugural meeting of the Railways Scouts & Guides Board.
Item-1: Review of action taken on the minutes of the meeting of Railway State Chief Commissioners, Scouts and Guides, held on 25.05.1984 at New Delhi.
The members were informed that orders relating to treating the period spent on various activities of scouting as duty and recruitment of scouts against cultural quota and fixing up special qualifications for filling the posts in scouts/ guides cells had already been issued, vide Board’s letters No.E(W) 84WE6-7, dated 16.10.1984 and No.E(NG)II-84 RR2/1, dated 14.09.1984 respectively. As regards issue of special cheque passes to retired Railway employees who were actively associated with the Scouting activities for utilising their services for the specific purpose of imparting training to scouts and guides on the Railways, it was informed that the orders are under issue. It was, however, clarified that the General Managers/Addl. General Managers are being authorised to issue I Class Complimentary Cheque Passes, not exceeding three sets per annum, on the recommendations of the Chief Personnel Officers and the Railway State Chief Commissioners for Scouts & Guides, from the place of their residence to the station of the training camp and back, subject to fulfilling certain guidelines. It was further elucidated that the Railway Administrations could issue only 3 sets of passes per annum, irrespective of the number of individuals whose services are required to be utilised during the year and not three sets per individual whose services may be requisitioned for the afoiesaid purpose. It was represented by the members that the prescribed quota for recruitment of scouts & guides in class III should be increased and out of turn promotion should be granted to ‘leader trainers’ who excel in the scouting activities. It was decided that the Railway State Chief Commissioners of Southern and South-Central Railways may send a detailed proposal in this respect, prescribing the requisite qualifications etc. for recruitment in class III as well as for promotion on out-of-turn basis for the consideration of the Board.
Item-2: Approval of the Constitution of Railways Scouts & Guides Board.
The proposal of the constitution of the Railways Scouts and Guides (Promotion of Activities) Board was welcomed and appreciated. As regards christening the name of the Board, after considering the various suggestions, it was decided to rechristen the Board as ‘Railways Scouts & Guides Board’. The following additions/alterations to the constitution of the Board were suggested, which were approved for incorporation suitably:-
(i) Article 3 will read ‘the objects and functions of the Board shall be as follows’.
(ii) Article 3(c) will read as under:
‘to maintain close liason with the National Headquarters of the Bharat Scouts & Guides for furthering the movement and attainment of their objectives Railways States shall continue to function independently with the Bharat Scouts & Guides National Headquarters’
(iii) It was recommended that one of the Railway State Chief Commissioners, who may be nominated, should also be invited to attend the meetings of the Managing Committee of the Board. It was decided on the recommendations of the members present to nominate Shri G.S. Vittal Rao, S. Rly. State Chief Commissioner, who would be invited to attend the meetings of the Managing Committee, as and when held.
(iv) Article 7 – Meetings (a) The concluding sentence shall read as under: ‘The meeting of the Council shall be attended by the Railway State Chief Commissioners, failing which, the State Commissioners or State Secretaries for Scouts & Guides’.
Subject to the above additions/alterations being incorporated, the constitution of the Board was unanimously adopted.
Item-3:Review of scouting activities on the Railways:
It was informed that brief reports on scouting activities had been received from all the Railways alongwith the Railways’ annual reports on “Labour Welfare” but the detailed report on scouting activities which was specifically called for by the Railway Board, vide their wireless No.E(W)84WE 6-14, dated 31.01.1985 had been received only from Central, N.E., N.F., Southern, S.E. and Western Railways. The reports are awaited from the rest and they were requested to expedite submission of the reports to the Board. It was also suggested that in order to maintain uniformity in the submission of ihe reports and enable the Board to make a comparative study of the activities, the details required to be submitted by the Railway Administrations may be given in a prescribed standard proforma, which may be circulated to all the Railway Administrations for compliance. The proposal was approved.
Item-4: Review of the financial position of the Railway Scouting Organisation. Based on the recommendations of the Managing Committee of the Board, it was decided to allocate additional funds as detailed below:-

It was also informed that out of the total amount of Rs.11.55 lacs that accrued for promotion of scouting activities on the Railways, based on the per capita allocation made to the SBF, an amount of Rs.9 lakhs has already been disbursed to the Railways, vide Board’s letter No.E(W) 84WE6-6, dated 11.05.1984 and an ad hoc grant of Rs.1 lakh has been sanctioned by the Board to the Southern Railway for the organisation of Second All Indian Railways Jamborette. Of the balance amount of Rs.1.56 lakhs, an amount of Rs.90000 will be disbursed to the above mentioned railways and the remaining amount will be credited to the account of the Railways Scouts and Guides Board to meet contingent expenditure etc. The proposals of and action taken by the Managing Committee were approved.
Item-5: Organisation of II All Indian Railways Jamborette:
It was decided that the Western Railway would take up organisation of the II All Indian Railways Jamborettee.
