RBE No. 97/1996: IREM – Amendment to Para 214(c) – Assessment of Vacancies for Promotion – ACS No. 21

Sub: Amendment to IREM.

The Ministry of Railways are pleased to direct that the Indian Railway Establishment Manual, Vol-I (Revised Edition 1989) may be amended as per Advance Correction Slip No. 21 enclosed.

The following should be substituted for existing para 214(c)(ii) of Section ‘B’ Chapter-II of Indian Railway Establishment Manual, Vol-I (Revised Edition 1989).
Para 214(c):
The number of eligible staff called for consideration should be equal to the number of existing vacancies plus those anticipated during the next six months due to normal wastage (i.e. retirement/ superannuation) likely acceptance of requests for voluntary retirement, staff approved to go on deputation to other units, staff already empanelled for the ex-cadre posts, creation of additional posts already sanctioned by the competent authority, and staff likely to go out on transfer to other Railway/ Divisions. However, in the case of promotion by trade test, the vacancies should be calculated on the basis of existing vacancies plus those anticipated to occur during the next four months”.
