RBE No. 82/2008: Passes – Validity

Sub: Extending the validity of half set of Privilege Passes, Post Retirement Complimentary Passes, Widow Passes and Privilege Ticket Orders (PTOs).

1.     In terms of extant provisions contained in Railway Servants (Pass) Rules, 1986 (Second Edition, 1993), a half set of Privilege Pass shall be valid for three months and one set shall be valid for four months from the date of issue irrespective of whether the inward journey is for the same station or any other station. Under these rules, PTOs are valid for three months from the date of issue.

2.     Consequent upon the decision of the Board to enhance the period of advance reservation from 60 days to 90 days vide Commercial Circular No.5 of 2008 dated 10.01.2008, a number of representations have been received for enhancing the validity period of half set Passes & PTOs in order to facilitate securing confirmed reservations on such Passes and PTOs. The issue has been considered by Board and it has been decided that the validity period of half set of Privilege/ Post Retirement Complimentary/ Widow Passes and PTOs shall be raised to four months from the date of issue as in the case of full set Passes. Accordingly, Item 3 (iv), (v) & (xiv) of Schedule-II under heading “General Rules”, item No. (i) under Column 4 of Schedule-IV and item Nos. 11 & 12 under Annexure ‘C’ of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) should be revised as per Advance Correction Slip No.58.

3.     This issues with the concurrence of the Finance Dte. of the Ministry of Railways.

Item 3 (iv), (v) and (xiv) of Schedule-II under heading “General Rules relating to Privilege Passes/ PTOs” of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) may be amended as under:-

(iv)   A half set or one set of Privilege Pass shall be valid for four months from the date of issue irrespective of whether the inward journey is for the same station or any other station.

(v)   Privilege Ticket Order (PTO) shall be valid for four months from the date of issue.

(xiv) When an employee has availed all passes due to him/her in a calendar year, one set of passes and/or one set of PTO may be issued to him/her for journeys commencing in the next year only and the Pass/PTO may be debited to the next year’s pass account. Such advance issue of Pass/PTO may be debited to the next year’s account. Such advance issue of Pass/PTO should not exceed 60 days of the current year from the date of issue. These Passes/PTO may be valid for 4 months from the date of issue.

2.     Item (i) under column 4 “other facilities” of Schedule-IV, Post Retirement Complimentary Pass of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) may be amended as under:-

(i)    A retired Railway Servant may be issued on his/her request one set of Complimentary Pass 60 days in advance of the current calendar year from the date of issue for journeys commencing in the next year duly debiting such issue of Complimentary Pass in the next year’s account. The validity of Pass will be for four months from the date of issue.

3.     Item Nos. 11 & 12 under Annexure ‘C’ of Railway Servants (Pass) Rules, 1986 (Second Edition, 1993) may be amended as under:-

(11)  Incorrect issue of a Pass by pass issuing authority for a period exceeding four months and its use by a Railway Servant or his family after the period of availability.

(12) Correct issue of Pass by the pass issuing authority for a period not exceeding four months and its use by a Railway Servant or his family after the period of availability.
