RBE No. 79/1996: Appointment on Compassionate Grounds – Employees Dying as Bachelors

Sub: Appointment on Compassionate Grounds – Dependents of Railway employees dying as bachelors.

1. Under the existing a scheme of appointment on compassionate grounds there is no specific provision for considering the appointment of dependents of Railway employees dying as bachelors/ spinsters.
2. Board have, however, been considering cases of dependents of Railway employees dying has bachelors/ spinsters on a case to case basis, subject to the condition that the proposal has the personal approval of the General Manager of the Railway and that the candidate proposed for appointment is shown as dependent upon the late employee as per the Pass Rules.
3. The Department of Personnel & Training have recently issued instructions laying down that in cases of Government servant who at the time of death in harness or retirement on medical grounds are unmarried, but have others dependent on them, one of the dependent brothers/ sisters of the Government servant in question will be held eligible for consideration of appointment on compassionate grounds if he/ she gives an undertaking that he/ she will look after the other family members who were dependent on the Government servant in question provided the other conditions laid down in the scheme of compassionate appointment are fulfilled.
4. The question of adopting the above guidelines on the Department of Personnel & Training on the Railways has been raised by the AIRF in the forum of the PNM. After careful consideration of the matter, Board have decided that henceforth the Railway may consider at their level cases of dependents of Railway employees dying as bachelors/ spinsters for appointment on compassionate Grounds, subject to the condition that the candidate proposed for appointment is shown as dependent on the ex-employee as per the Pass Rules. Such appointment will also be subject to the fulfillment of all the conditions contained in the extant instructions governing appointment on compassionate grounds.
