RBE No. 114/1995: Appointment on Compassionate Grounds – Time Limit

Sub: Appointment on Compassionate Grounds – time limit for appointment.

1. Attention is invited to Para 4 of Board’s letter of even number dated 22.12.1994 (RBE No. 100/1994) lying down the conditions under which the General Managers are empowered to consider cases of compassionate appointment beyond the limit of five years.
2. During the course of the meeting of Consultative Committee of Members of Parliament for the Ministry of Railways held on 25.07.1995, it was suggested that the powers delegated to General Managers may be enhanced for expediting the appointment on compassionate grounds, on the Railways. The matter has, therefore, again been considered by the Board who have decided that the powers delegated to the General Manager may be enhanced further and that the time limit of 15 years stipulated in para 4(a) of the Board’s letter dated 22.12.1994 (RBE No. 100/1994) ibid may be modified to 20 years.
3. The other conditions mentioned in Board’s letter of even number dated 22.12.1994 (RBE No. 100/1994) remain unchanged.
4. Wherever in individual cases of merit, it is considered that justification exists for extending consideration to cases where death took place over 20 years ago or where the application for appointment is made after over two years after attaining majority or where the application has been made for other than the first son or the first daughter, the prior approval of the Ministry of Railways should be obtained by forwarding a detailed proposal with specific justification and personal recommendation of the General Manager in the prescribed proforma, circulated vide Board’s letter No.E(NG)II/87/RC-1/143, dated 19. 04.1988 (RBE No. 80/1988).
