Sub: Appointment on Compassionate Grounds – Relaxation of Time Limit.

1. Attention is invited to Board’s letter No.E(NG)II/84/RC-1/96, dated 06.10.1995 (RBE No. 114/1995) in terms of which GMs are empowered to consider time barred cases which are upto 20 years old from the date of death of the Railway employee provided appointment is sought for the first child/ first son/ first daughter and that application for appointment is submitted within 2 years of attaining the age of majority by the candidate.
2. Some of the Railway Administrations have been referring cases to Board for relaxation of time limit even where the cases are within the powers delegated to General Managers.
3. It is again clarified that wherever the request for compassionate ground appointment has been received within twenty years from the date of death of the employee for the first child/ first son/ first daughter within two years of his/ her attaining majority, the same should be decided at the General Manager’s level and should not be referred to the Railway Board.
