RBE No. 52/1998: Promotion – IREM – Amendment to Para 218 & 219 – ACS No. 38, ACS No.39 & ACS No.40

Sub: Promotion of Non-gazetted staff – Filling up of the selection posts – Procedure reg.

1.Provisions of para 218(a) of IREM Vol-I, 1989 Edition stipulates that Selection Boards shall consist of not less than three officers, one of whom should be a personal officer and one of the members would be from a Department other than that for which selection is held. 

2. Though clarificatory instructions exist vide Board’s letter No.E(NG)I-73/PM1/100, dated 10.12.1973 that the process of a Personal Officer in the Selection Boards along with two officers from the Department for which selection is held would meet the requirement of one of the members being from a Department other than that for which selection is held, in practice the provisions in the Manual are being construed to mean that the third member of the Selection Board should necessary be from a Department other than the Department for which selection is held over and above the Departmental Officer and the Personnel Officer. This results in each of the three members of the Selection Board being from different Departments.

3. Similarly the provisions of para 219(b) to the effect that where possible another officer who is also a member of the Selection Board should be nominated to evaluate the answer books of the written test wherever held as part of the selection, are being interpreted to mean that the officer who has said the question paper cannot evaluate the answer books resulting in the same being evaluated by an officer from the Department other than that for which selection is held. It is to be noted that these provisions do not put an embargo on the officer who has set the question paper from evaluating the answer books. 

4. In order, therefore, to make the provisions explicitly clear the Board have decided to suitably update the provisions contained in paragraphs 218(a), 218(c) and 219(b) as in the Advance Correction Slip No.38, 39 & 40 enclosed.

5. Past cases decided otherwise need not be re-opened.

Substitute the following for the exiting para 218(a) in Chapter-II, Section-B containing rules governing promotion of Group ‘C’ staff:-

“218(a): Selection Board shall consist of not less than three officers, one of whom should be a Personal Officer and one of the Members should be from a Department other than that for which selection is held. The presence of a Personal Officer in the Selection Board along with two officers from the Department for which selection is held would meet the requirement of an officer being from a Department other than that for which selection is held.”

Substitute the following for the existing para 218(c) in Chapter-II, Section-B, containing Rules governing promotion of Group ‘C’ staff:-

“218(c): For selection posts in scale of pay Rs.1600-2660/ 5000-8000 (RSRP) and above, the Selection Board will consist of officers of Junior Administrative Grade. For all other selection posts the Selection Board will consist of officers not lower in rank than senior scale. In either case, except in the case of selection for Personnel Department, the Selection Board may include a Personal Officer in the next lower rank who shall nevertheless be an equal member of the Selection Board.

Note: In Division where JA Grade officers are not available in the concerned Department, JA Grade officers of any other Department may be nominated as the member of the Selection Board, the senior scale officer in independent charge of the concerned Department, who will not be subordinate to any other Member of the Selection Board, being nominated as the fourth Member will also sign the selection preceding. In the case of selection for Personnel Department if there is no JA Grade officer in the Personnel Department of a Division and the post is Divisionally controlled, in addition to the senior scale personnel officer of the Division, a JA Grade officer of the adjoining Division or of the Headquarters may be included in the Selection Board.”

Substitute the following for the existing para 219(b) in Chapter-II, Section-B containing Rules governing promotion of Group ‘C’ staff:-

“219(b) An officer of the concerned Department who is also a member of the Selection Board must be authorized to set the question paper for written test, if such a test is held as part of the selection for determining the professional ability. Where possible another officer of the concerned Department who is also a member of the Selection Board should be nominated to evaluate the answer books, ensuring, however, that the answer books are invariably evaluated by a Member – Officer of the Department for which election is held. The test should be conducted on a confidential system with Roll numbers.”
