RBE No. 195/1988: Selection – Constitution of Selection Board

Sub: Constitution of Selection Board – Authorizing Senior Scale Officer in independent charge of small Divisions.

1. As per extant instructions contained in Board’s letter No.E(NG)I-76-PM1-214, dated 08.12.1976, for selection to Grade Rs.550-750 (RS)/ Rs.1600-2660 (RPS) and above, the selection Board should consist of Junior Administrative Grade Officer, with the provision that the Personnel Officer may be in one grade below, i.e. Senior Scale. Para 215(d) of IREM provides that where a Selection Board cannot be constituted in this manner, the case will be submitted to the General Manager.

Due to large scale restructuring of cadres in the past few years, the number of posts in various cadres have come to be placed in grade Rs.550-750 (RS)/ Rs.1600-2660 (RPS) and Rs.700-900 (RS)/ Rs.2000-3200 (RPS). Further, whereas generally posts in these grades were earlier controlled by the Headquarters, many of them have now been decentralized to the Divisions albeit to varying extent. Thus in a number of cases selections for promotion to these posts have to be organized by the concerned Divisions. At the same time a number of Divisions do not have JA Grade Officers in all departments. In such cases, normally JA Grade Officer from other Divisions are nominated in the Selection Board. Due to the practical difficulties, there are occasions when these officers are unable to spare sufficient time for the new assignment, resulting in delay in the finalization the Selection proceedings.
3. To obviate such delay, the Board have now decided that for selections to the posts in grade Rs.550-750 (RS)/ Rs.1600-2660 (RPS) and above, in Divisions where JA Grade Officers are not available in the concerned department, JA Grade Officer of any other department (except for the Personnel Officer, who can be in Senior Scale), may be nominated as the member of the Selection Board, the Senior Scale Officer in independent charge of the concerned department, who will not be subordinate to any other member of the Selection Board, being nominated as the fourth member who will also sign the selection proceedings. The Selection Board should include at least one SC/ST Officer as a Member as provided for in extant instructions.
