Sub: Manpower planning on the Indian Railways – Retirement from 1985-86 to 1991-92.
1. You are aware that there was bulk recruitment of staff at various levels from the commencement of the first five year plan period onwards and that the number of cases of superannuation from this year for a period of five to six years is going to be very large. Various directives had been issued by the Board in the past to locate surpluses on account of factors like redundancies, modernization, computerization etc. to keep surplus staff by creation of supernumerary posts in a “surplus bank” and to redeploy them after requisite training where manpower was needed. While Railway administrations would be taking necessary action to implement these directives, they should also take advantage of the mass retirements in the coming years for readjustment of staff requirements. It would be necessary, in this context to collect and tabulate accurate information. CRB has decided that figures starting from 1985-86 to 1991-92 in respect of the expected superannuation year by year may be collected on a priority basis.
2. The Board desired that the Railway administration may furnish to them information in regard to the number of cases of retirements from 1985-86 to 1991-92 (7 years), department wise and for each department category wise in respect of group D, C and B employees. The effect of superannuation on an individual employee will in most cases percolate to the recruitment grade. In some categories where lateral entries are available or there are more than one feeder category, the computation of the expected vacancies could pose some problems. But, these may be got worked out approximately, with the least possible error factor. Attached is a proforma ‘Y’ designed for the purpose, which may suitably be supplemented with information that would give to the Ministry the total effect of superannuation in the different recruitment grades in the coming seven years.
